收出養服務介紹： 
忠義於94年取得台北市政府社會局核發台北市第一張從事國內外收出養服務許可證，開辦附設收出養服務中心。因應法規修訂，於民國101年度起向中央主管機關申請核發兒童及少年收出養媒合許可證書，每三年更新執照並定期接受主管機關評鑑。 忠義期許透過機構公開收養的方式，以專業的訪視、評估、準備課程、審查、支持服務、追蹤等審慎進行收出養流程，並提供出養人、收養人、被出養人三方充足的資訊，以公開透明的方式確保出養人、收養人、被出養人三方的最佳權益，避免不適任之收養家庭因私下收養造成日後退養或不當對待兒童之機率。

Introduction: 
 
In 2005, Chung Yi obtained the first Certificate of Child and Youth Adoption Service Provider from the Department of Social Welfare of the Taipei City Government, enabling the establishment of an affiliated adoption service center. In response to regulatory amendments, starting from the year 2012, we applied to Taiwan’s central competent authority for the issuance of a Child and Youth Adoption Matching License. Our license is renewed every three years, and we undergo periodic evaluations by the competent authority. 
 
Chung Yi is committed to conducting the adoption process through an open and professional framework. This involves careful procedures such as specialized home visitations, assessments, preparation courses, reviews, supportive services, and follow-up services. Chung Yi ensures that birth parents, adoptees, and adoptive parents receive ample information through an open and transparent approach. This commitment aims to assure the best interests of all three parties and minimize the risk of unsuitable adoptive families, which could lead to future adoptions being revoked or result in improper treatment of children due to private adoption practices. 
 
 
國內收養： 
 國內現行收出養法規： 
在民國101年5月30日「兒童及少年福利與權益保障法」中規定：收出養除了收養旁系血親在六親等以內及旁系姻親在五親等以內，輩分相當；或夫妻之一方收養他方子女者外，其他皆需透過主管機關許可之收出養媒合服務機構進行辦理。 
 
Under the current domestic adoption regulations, as specified in the Protection of Children and Youths Welfare and Rights Act enacted on May 30, 2012, adoption proceedings, except in cases where the adopter is a close blood relative within six degrees of kinship, a relative by marriage within five degrees of kinship, or when one spouse adopts the children of the other, must be conducted through an adoption matching service agency approved by the competent authority. Additionally, adoption shall consider a domestic adopter as a priority. 
 
成為正式的收養家庭的前提： 
凡本國籍民眾，與被收養童年齡差距在25至48歲，如為夫妻收養婚齡需滿2年 ，身心健康、有固定住所及經濟能力穩定，願承諾給孩子愛及溫暖者，皆可向忠義提出收養申請。 
而本會提供收養準備課程及團體，協助認識收養的價值內涵與相關法規、了解被收養童之權益，加強收養人對收養風險及未來挑戰的認識，並提升收養人親職能力，後續亦提供收養後支持及相關輔導服務。 
Prerequisites for becoming an official adoptive family: 
Any citizen of this nationality, with an age difference between 25 and 48 years compared to the adopted child, or a married couple with a minimum of two years of marriage, who are in good physical and mental health, have a fixed residence, and have stable financial capacity, and are willing to commit to providing love and warmth to a child, may submit an adoption application to Chung Yi Adoption Center. 
 
We offer adoption preparation courses and support groups to assist prospective adoptive parents in understanding the value and significance of adoption, relevant regulations, and the rights of adopted children. Our programs aim to strengthen adoptive parents' awareness of adoption risks and future challenges while enhancing their parenting skills. Additionally, we provide post-adoption support and related counseling services to ensure ongoing assistance for adoptive families.

Engaging in Adoption Matching Services through Legal Agencies: 
 
Adoption matching service agencies operate under government supervision with robust systems and stringent quality standards. Throughout the adoption process, our dedicated team of professionals provides comprehensive assistance, including: 
 
  • Organizing adoption preparation education courses and groups to enhance your understanding of relevant adoption topics. 
  • Offering professional support and resource connections/allocations timely during the adoption journey, such as parenting education courses, psychological counseling, and handling relevant court documents and procedures, to help you prepare for becoming prospective adoptive parents and to accompany you in adapting to the stage of newbie parents. 
  • Having an understanding of the background and genetic disorders of the birth family through social workers during the matching process. 
  • Getting to know about children's physical and mental development as well as their health conditions. 
  • Implementing a follow-up service after completing the legal procedures. Birth parents receive updates on the child's adaptation to the adoptive family through professional social workers' reports and photos. The adoption service center serves as a bridge between both parties, providing ongoing services, including counseling on parenting-related issues, adoption support groups, social gatherings and so on. These services aim to offer significant support throughout your adoption journey. 


國際收養服務
忠義收出養服務中心以國內收養家庭為優先媒配原則，然而，有些因為家庭背景複雜、或年齡較大、或有身心發展/疾病的孩子，在國內難以媒合到適合的收養家庭，考量孩子的需求，則會進一步為孩子進行國際媒合程序，為其增加擁有家的可能。

除了協助失依的嬰幼兒尋找收養家庭之外，本會也為特殊需求的孩子（年齡較大、身心疾病等）更積極尋找任何可能的機會，例如舉辦美國暑期體驗夏令營、超級兒童方案。本會同時透過與國內國外合作單位進行業務聯繫、個案研討、參訪交流、電話及視訊會議等方式，讓國內外收養程序得以順利進行，以期待孩子早日重啟新的家庭生活。
 

International Adoption Services: 
 
Chung Yi Adoption Service Center adheres to the principle of prioritizing domestic adoption. However, some children, due to complex family backgrounds, older age, or physical and mental health challenges, find it challenging to be matched with suitable adoptive families domestically. Considering the needs of these children, we proceed with international matching procedures to enhance their chances of finding a home. 
 
In addition to assisting in finding adoptive families for infants and young children who have lost their dependents, we actively seek opportunities for children with special needs, including older children and those with physical or mental illnesses. Initiatives such as the USA Summer Camp and the Superkids Program aim to create potential avenues for these children. Simultaneously, through ongoing collaboration with domestic and international partners via business contacts, case discussions, site visits, phone calls, Skype sessions, etc., we ensure that the progress of domestic and intercountry adoption proceeds smoothly. Our ultimate goal is to facilitate children in regaining their family lives at the earliest opportunity.

Requirements for Adoptive Parents 
※Requirements for the adoptive family 
  1. For individuals residing outside Taiwan, the age requirement is between 25 and 50. The age gap between the adopter and the adoptee must be at least 20 years but not exceed 48 years. For married couples, a minimum of two years of marriage is necessary. If one of the adoptive parents is between the ages of 50 and 55, the family should be open to adopting a child/children aged five or above or a child/children with special needs. 
  1. Families should have a stable residence, legitimate employment, and sufficient financial capacity to provide proper care for the adoptee. 
  1. Families should be in good mental and physical health, and they should not have criminal records that could negatively impact their ability to act as adoptive parents. 
  1. The family members of the adopters must be genuinely willing to accept, cherish, and care for the adoptee; they should be willing to cooperate with social workers and follow through the adoption procedures.   
  1. The number of children in the family must not exceed three, and when including the adoptive child/children, it must not be more than four. If the family already has more than four children, they can only apply for the adoption of a child/children aged five or above or a child/children with special needs. 
  1. If there are significant changes in the adopter's family, such as relocation, switching careers, suffering from serious diseases, pregnancy, etc., the adopter should notify us in writing to have their home study updated. Chung-Yi will conduct a reevaluation of the case in response to these changes. 
  1. If the home study report is more than 2 years old, it must be updated.
